I am interested in creating a professional website for a magazine/newsletter that is in local circulation where I live. I have some basic knowledge of webpages because I made quite a few when I was in my early teens, but I have fallen out of the loop and am wondering where to get started back into web design. I was going to use Xara Webstyle 4 for my graphics design, but was wondering which web design program would work best for a semi-beginner such as myself. When I used to make websites, it was strictly typing .html files and then uploading them to my AOL account. I used no programs other than notepad. Please give me some ideas. Was thinking about using Namo for my actually website production, any thoughts?

Well, there's a lot of things out there. Personally, for my website creation, I use HTML-Kit (http://www.chami.com/html-kit/download/) Tis free, it colors all your syntax (no more forgetting quotation marks!) and you can preview the webpage without saving it.

For lessons and such, there's W3 Schools (http://www.w3schools.com) Awesome resource, it is!

Don't forget to be testing your website in a real browser, such as Mozilla Firefox (http://www.mozilla.org/products/firefox/)

In terms of graphics programs, I'm not all that knowledgeable. But people here generally seem to go with Adobe Photoshop (http://www.adobe.com/products/photoshop/main.html), Paint Shop Pro (http://www.paintshoppro.com/products/paintshoppro/), and Macromedia Fireworks (http://www.macromedia.com/software/fireworks/?promoid=home_prod_fw_082403).

And of course, don't forget this here forum! Hope some of that helps. Oh wait a second here, also, NEVER forget to validate your HTML (http://validator.w3.org/) and to use CSS (http://www.w3schools.com/css/default.asp) It's a lot of information and links to sift through, and I'm sorry if I'm overwhelming you a bit. You're best bet is to maybe bookmark those links and go through it all step by step.
