I want to create a few newsgroups of my own like alt.PLANETS.JUPITER.MOON or rec.sport.cricket.news

How do I make one and moderate it?

Assuming you mean "real" (i.e. NNTP) newsgroups, there's an article about it on Usenet.com (http://www.usenet.com/articles/adding_newsgroups.htm).
