what programs do i need, and where can i find one?

Why would you want to do this?

I could see the reason to turn a .swf into a .gif as some people dont have flash and they would then still see the animation.

I agree. A swf is a movie file. Are you trying to convert an animated gif?

The basic answer to your question is that you need Flash, from Macromedia, or something similar.

I haven't used this program and don't know much about it, but you might try GIF2SWF (http://segon.com/gif2swf.html).

The other's comments are relevant, though. It's rare to need to do this.

ImageReady CS lets you export animated gifs as swf files. ImageReady comes packaged with Adobe Photoshop CS (well, I mean Photoshop comes with ImageReady, but anyway that's the program you want).
