Unresponsive Mouse Tools in PS CS

Hello,

I just recently purchased the CS suite, and when designing in Photoshop, I noticed that every once in awhile, the mouse stops working with the tools. What I mean is the mouse will still move on the screen, activate menus, right-click, but none of the tools will function when I click on them and try to use them. The normal arrow cursor remains no matter which tool I am attempting to use.

The only way that I have found is to close Photoshop. I am using a Targus optical laptop mouse, XP Pro, and PS 8.0.

My money says you need to uninstall/reinstall Photoshop. Sounds to me like an application error, not a hardware problem.
