Opera, IE diff from Firefox and Mozilla

For some reason the nav bar on my site looks different on ie and opera. However, it looks fine on firefox and mozilla. I can't really see whats wrong. Thanks! The page has two frames, so to see the source on an individual frame you have to right click and view source...etc..you know what to do! It is at http://sigmaseven.net
