Alt & Titel boxes - how to adjust?

I've noticed the "alt" and "titel" boxes are different in the four browsers I use (IE6, NS7.01, Moz FF 0.8, Opera 7.32).

Is there any CSS code I could adjust to get all browsers to show the same box layout?

1. It's title
2. Showing value of alt attribute as a popup is an IE bug - it should be shown instead of the element the browser can not display
3. Display of title attribute depends on the browser and it's apperance can not be controled from your page.
