Well for .uk's it's Nominet (http://www.nominet.net/) and for .com's it's VeriSign (http://www.verisign.com/).

The highest level organisation is ICANN (http://www.icann.org/), but bodies such as Nominet and Verisign handle the actual day-to-day running of a top-level domain.
