Maybe I misunderstand but I think CPanel Using like a statistics & little managment tool. We are need in engine for hosting wich will be take orders, domain reg, mail reg, file manager like on every hosting providers. Sorry if I wrong.

Look at the CPANEL package (a lot of people love the simplicity and design of CPANEL). It is only $119/month USD, which is around $160 CAD for me.
If you're going to sell free web hosting, I suggest getting your servers off ev1servers.net. They're highly reliable.
PS: Don't just go for just selling free web hostings--create other packages which are like $2 / month for 100 MB / 5 GB bandwidth, so you can earn some capital off whoever decides to go with you.
