I like it. Calm colour-scheme. Maybe make the left menu have the options a little further apart to show they're distinct. Someone will tell you you should use CSS rather than table-based layout, but I'll be the one this time.

As said above, you should add a Document Type Declaration (http://www.alistapart.com/articles/doctype/) to the top of your page, along with a Document Character Set (http://www.w3.org/TR/REC-html40/charset.html).
And, as zingmatter said, I would do something to make the links on the side stand out more. Add some padding, maybe a heading that says "Navigation," or something to make it stand out more.
Though you are using tables for the general layout of the page, I'm glad to see you're using CSS for everything else. From tables to pure CSS is tough; baby steps. :)
