Does anyone know how you would make it so that these menus could scroll?

Do you mean scroll with the browser, or scroll down when you mouse is over? Either way, you'd probably be better off trying to find one that already does it rather than modifying that one...

I would like it if the menu itself scrolled when the mouse moved over it, because sometimes my menus get so long they fall off the page. I have tried to find a menu that has sublevels and scrolls but can't. I have found a menu that scrolls but can't figure out how to add that code to my code.
