Has anyone here ever worked, as a web site designer with an organizations called ScriptLance?

The reason I ask and want to know is:
1). Are they a reputable organization?
2). Where are they headquartered?
3). They have a tremous amount projects to bid on while other organizations are posting the same ones day, after day. Are they just trying to keep programmers on the string, or what?
4). Proposals are placed, in the proposal they refer to a web site to look at to get an idea of the work needed to be done; sounds good and like the right thing to do, but when you Email the person making the proposal with a question or comment, you never get a reply. Are they just an outfit trying to drive clicks (traffic) to certain sites?
I really hope these guys are on the up & up, (it's a free service)but so far there has been more questions than answers and I been with them a week so far.
Any information would be appreciated.
