background color for tables problem

I have a form, and now the person who requested it wants the layout to be color separated (each section).

I am using Dreamweaver, and when I try to change the background color of the specific cells, all the border lines show up as white. i tried to change the border color but for some reason that didn't work.

Any ideas anyone??

I realize now that I had a "1" for Cell Spacing:(
