My friend was blocked from a Network54 Forum for something some other idiot did on his computer a couple months ago, and he's still banned. I was wondering how it is possible to do this. They couldn't be using Cookies because his computer recently was reformatted, and he's also reset his IP several times since then. Is it possible they have a way to track is account with his ISP? Any input on this would be appreciated.

Server-side .htaccess can be used to ban IP number blocks.

Is he using a different email address for the registration?

This forum doesn't require you to register, and it can't really be his IP address because he has had to unplug his DSL modem several time since then, and that changes his IP.

But usually it remains in the same IP range eg 111.222.333.xxx (where only the xxx changes).
And yes, that potentially prevents other users as well to access the forum, but the forum owners have every right to block out anyone they wish form a free service, especially someone previously know to not behave (and no, it doesn't matter if it was someones friend/dog/relative from mars, you are still responsible for what happens from your computer/internet connection).
