Flash Help

hey I run my youth groups website and im working on a new layout for it. I have attached an screenshot of what i have so far. But i wanted to people at the bottom to be the links and i wanted them to scroll across the bottom of the screen. I wanted their speed and direction to be determined by where the mouse is on the page. for example if the mouse is on the far right side of the page i want the people (links written on them) to move really fast and to the left. and the closer you get to the middle the slower they get. and when you pass the middle they speed up and switch directions.

is this possible to do without flash? if so how should i do it? and if not can anyone who is good at flash help me with it?
