Need advice on sending HTML email.

I was after some advice for sending HTML email.

1. What proportion of users, in general, will be able to read a HTML email?

2. What measures should I take to account for users having trouble reading HTML? (i.e. I've seen some HTML emails saying 'if you can't read this email, click here'.)

3. Are there any other pitfalls I need to worry about?

Any help would be appreciated.
