to frame or not to frame

I am deciding whether or not to use frames

I need the top of the screen to not scroll - will contain
account information - name & address, etc.
top 10 lines or so

I need the bottom left side of the screen to not scroll
will contain user options

I need the bottom right side of the screen to scroll
will contain account history information

I know how to do it with frames - is this the way to go?

Some issues that come up are
In the right side of screen, I want the data to scroll - but not
the heading.
Will this be easier if frames are not used?
Is screen design easier with frames or without?

I will be using an intranet so I will have control over what browser
is used
