Creating an updates page

I'm trying to create a news and updates section for my site and am unsure how to go about doing it. I want to be able to update it relatively easily similar to a blog. My host doesn't support server-side scripting. What would be the best way to build this section?

Without serverside scripting it is going to be near impossible. Ouch too many dashed lines and not enough padding/margins!!

Actually, is there anyway you can do it via FTP? [ ftp://yourdomain.com ] or can you not access FTP?

I do have FTP access. How can I do it via FTP, though? The only way I know is to update the page manually and then upload to the host.

Btw, I'm still working on the layout and colors, so the padding and dashes will be fixed eventually. :)
