i tried to trace this IP and it came up either redwood WA or washington DC (i can't recall - i'm not at my computer). it's hit my site 406 times this month. is it a bot, or is somebody using a IP-workaround-thing?

There are thousands of proxies out there that anyone can use if they scan for them over the net or go to proxy sites, so the odds that lots of people using one proxy visit your site are not likely, unless it is a network proxy at a college or something, then it is possible.
