I'm trying to create a page where I've layered an interface graphic over top of the embedded windows media player, which is streaming video. So the setup is the first layer with the embedded player object; The second layer with the interface, and controls in front.

My problem is that when I click to watch one of the clips, and it loads the movie clip, the media player layer comes to the front, on top of the interface.

Is this a z-index problem? I wasn't sure whether it was changing it. I'm not sure how to set focus permanently to the interface graphic so that it stays in front of the media player when focus is brought to the embedded object.

Sort of. Most browser today are quite buggy in how they handle z-index, some are better then others, but non is yet perfect. There sadly inte very much to do then to try to work around the issues like gil suggested + send a mail to the browerdevelopers complaining of crappy implementations.
The more mail they get the further upp the prority list of bugs to fix it gets.
