Rasterizing the text layer converts it to a normal layer so you should be able to manipulate as you would any other layer. However, you can no longer make changes to the type in that layer with the type tool. You should be able to go backwards through the history palette to see what you have done that may have limited your filter functions.

Have you changed the image mode? Certain modes won't allow you to use all of the tools. What Photoshop version are you working on?

To add a little clarity to my previous post...
When you create a new file (File>New), you will get the dialogue box which allows you to change file options such as pixel dimensions, resolution, and mode. Usually those settings are remembered the next time you open that dialogue box. If you are creating images for web the mode to be working in is RGB. That will give you the most flexibility.

I have to say it is strange...I don't know what else to suggest. Other than closing photoshop and rebooting.

I am going to guess on one thing you might try...In some cases, 16-bit files have limited functions (at least on earlier versions). Try changing to 8-bit. (I'm not sure this will do the trick, I think CS has upgraded that substantially). Good luck.
