Well, totally confusing for me here.
I started my work developing small web pages, than i worked on ASP and Servlets.
Now, I come to make Templates. This is all i am doing without doing any course or under some Developer, just i m going through material and books.
making templates is the work of web designer right ?
so, how much maximum time it might take to make template like one (www.e-maxmet.com) or (www.ithoughts.com.pk) and (www.alrabie.com.sa).
The last one is the sample for me, as I am making a site for a Fruit Juice company. I designed a template watching this and other sites and gathering info. from client and images from web and also developed cart for the site (that i will mention soon for review).
This way I might called as Web Designer or Web Developer ?
Kindly if any one also suggest me the graphics that i might use like in www.alrabie.com.sa

A web designer merely designs web sites, a web developer develops web sites -- whether that includes design, or the design part is left for a web designer to do, doesn't matter. The fact is, a web developer can do back-end programming (for example, ASP); if he is an experienced web developer, he may also be good at creating graphics. However, that isn't necessarily a prerequisite. It is important, though, that the web developer is fluent in (x)HTML, and preferable that he knows CSS well.
All the sites you linked to are Flash-based sites, which require a Flash-enabled developing environment. Depending on level of skill, the length of time it takes to develop a Flash-based site can vary greatly.
As far as I'm concerned, I am a Web Developer, but I design sites as well -- perhaps more than I program on their back-ends.

yeah, Mr. Jona !
you are also doing the same things as I am. Surely, both of us can't match to each other. Depends on environment you are working, you might have to do all the things including graphic designing. (the most difficult part of making template).

A developer can design sites to some extent, but an designer can never do untill he learns/
so practically what jona said is correct to some extent, but a developer might ( advanced ) could do graphics, i donot agree with this point,
so every one can do graphics, what is neccessary is an attractfull and an neat logo or some graphic which can be well done only by an designer.

A person can be a developer and designer simultaneously, is what I was getting at.
A flash-enabled developing environment basically means you gotta have Macromedia Flash in order to create a Flash web site. ;)

I have a project here to discuss a WebSite Proposal with a client.
I haven't done this before, I will be so thankful to you that you can guide me giving some tips about meeting the client to discuss WebSite for his company or organization.
The Organization whose project I gonna deal is a hospital *** univ.
Its Proposal is with me, that describes that:
The Site can contain:
!! Graphical animation with logo of hospital/Univ.
!! Navigation Menu with suitable color hovering. (can be pics).
!! Links to different sections with each page contains links back to HomePage and refering page.
!! Login system for emails for employees and staff.
!! Pictures of Univ/hospital.
!! Offcourse there profile, deptt details.
** And likewise the links with related information.
My point to ask or verify is :
** When I meet with client, than ask him the Logos, pics, text to put on certain pages ?
** Proposing him the Layout or make a design / demo for him in few days (can say 1 week) ?
** Surely, giving him a suitable time to make the project and amount finally.
** Later meetings for anything required between project. And checking other sites which resembles his project ?
** Regarding login system; how many users and backend and database to use ?

I'm kind of confused by the way you've said things, but this is what seems to be the answer to the first two. Tell me if I'm not making any sense.
* When you meet with the client, it's often good to discuss logo ideas, and also have him send the text/graphics he wants on each page.
* Show him an example of what you can do, and if he likes it then great; otherwise, let him sketch out for you where he thinks things should go and what kind of color scheme and things he wants.

I consider myself much more a Designer as opposed to a Developer, just so you know where I'm coming from...
But, as a Designer there is little doubt that you put on the Developer hat on many occasions! And vice-versa...
The Designer hat comes into play when you are designing the look and feel of a site, navigational and color schemes, logos and various graphics... templates for a given site or for sale would fall into that arena also.
The Developer hat has much more to do with the back-end of things... be it ASP, .NET, PHP, MYSQL on and on... the back-end programming and structure of the site behind the scenes. And depending upon the template both design & development can be involved. Shopping carts and the like lean heavily toward the developer hat........
To be certain, those are very general thoughts above but, generally, covers things.
