coding:
not valid (http://validator.w3.org/check?uri=http%3A%2F%2Fwww.webdevs4u.com%2F&charset=%28detect+automatically%29&doctype=HTML+4.01+Strict&ss=1&verbose=1)

needs a doc type (http://www.w3.org/QA/2002/04/valid-dtd-list.html).

needs character encoding (http://www.htmlhelp.org/tools/validator/charset.html).

need to complete your meta tags (http://www.dreamsubmit.net/site/site_meta1.html)

might want to rethink the frames (http://www.cti.hull.ac.uk/malang/authoring/design/frames.html).

design:
the header is a bit big. takes up nearly half my screen.

menu buttons could do with a rollover effect.

making the scrollbar the same color as the background makes it really hard to use. its there to provide users with an easy way to move down the page with their mouse.

getting to an article takes too many clicks, and as you used frames i cant bookmark the ones i find interesting so i can find them easily next time.

the text in boxes like 'about us' and 'why join?' could do with some padding.

faqs page could do with the 'the company' and 'who is online' menus to maintain consistency.

the 'bookmark us' link has the title 'contact us'. wouldnt you rather it said the name of the website?

all those text links hover color is the same as their visited color. the colors should be discernibly different. they should also be consistant. the 'newest member' has a hover effect but the 'registered users' has none. 'click here' isnt a good link description (http://evolt.org/article/Writing_effective_link_text/4090/60343/index.html).

As rapid suggests, you really should have a roll over effect for your navs. This isn't so much for design but fast, easy use.

As for the design, it's fine since someone looking for web tools etc really doesn't care at all about that...it's more about what you have to offer. This leads to a ...

Problem, in everything I looked at I could not find one example of what I would get. I'ld really like to see what I'm downloading first, even if it is just an example. In your 'flash nav' download you say there are several styles...but...but, what do they look like?

quite slow(not as fast as I'd like but I'm impatient) and the banner at the top needs cutting in half.

and a good tip is to abandon the time in the status bar, it's very nice but unfortunatly you can't see where the links are pointing in the way of a file destination and thus my main way of checking if I want to go anywhere has vanished.

Try not to stick to keenly to images, in opera you can disable images in order to save bandwidth which renders the entire of the top part of the screen as nonsense and bank space.

Another tip is not to use _HOT in red, that's just silly, put a star or something thats suposed to be burning to DRAW atention.

Why have a signin button if the loggin menu's automaticly on the right? you also want a register/join link next to the loggin button where you've got some free space(cos otherwise it's on this image which doesn't look right in opera thus making it hard/imposible to see and follow).

once again CLICK HERE is completely useless, WebDev'ers looks stupid and you need the "43 webmaster tools" to be a link, after all it atracts more atention that CLICK HERE.

Have you never taken an equitate course? shouting is not nice. Remove a few !'s where they aren't nessesary and try not to refer to your tools as garbage(which is what I though the first sentence said when I first checked the site)

Is that OK? - OH yeah the properties of tags should ALWAYS be in lower case with the exception of eventhandelers which should have on in lower case and each other words begining in a capital letter.
