28.8/56k modem emulator for broadband

I have searched the net for a program that when used on a broadband connection will simulate the slower modem speeds. For testing sites.

I haven't found one.

Does such a program exist?

You dont need one. MOst boradband company give you.... erm a free dial up number so you can use it nation wide. ^^ so just plug that in to your modom and w00t you become a dial-uper
