OK, I'm really frustrated. I've been working for several days and nights in a row, and my brain just isn't working. I want to create some simple text tags, with just a bit of diffusion. Probably something like what's found on the subheader (the beauty of css design) at http://www.csszengarden.com/?cssfile=/134/134.css&page=1

I am using the Gimp.

Can someone give me the quickest, 1, 2, 3, approach to this.

that type looks like a simple glow applied to it.
in photoshop...

create a layer with some text on it.

double-click the layer to bring up the layer style window.
[or right-click the layer and select 'blending options'.]

then select the 'outer glow' option.
play with the controls to get the look you want.
in particular...use the 'spread' and 'size' controls.
you can also set the glow color there.
