I have a comunity site hosted by MSN groups. I want to build a community site that I own. What programs or templates are out there for me to use to get started

You could try to make your own if it's not too complicated, it'll give you more control.

To make a cms it is not too terribly complicated, but they are a lot of code. What server side languages do you have available? There are plenty of premade free portal systems that you can use for any given technology.

then I'm not so sure you should start with a community site. But if you can do it, then surely you'll have something to be proud of.

You don't have to build one to own one. You can apply nice skins, hacks and mods and even purchase owneship rights on a wide range of portals/forums/community sites.

You could try these:

phpBB
Invision (IPS)
vBulletin
PostNuke
phpNuke
Xoops

...and there are many others. Google these names and you'll find what you need.

Any of these will be a HUGE upgrade for you, and you can own them if you pay.

Based on what I read so far (the scripting question), you are a ways off from building something like this from the ground up. It's easy (too loose a usage perhaps), yet it's extremely deep and involved if you don't know precisely what you are doing.

things like phpbb and phpnuke, .net nuke, and others can provide info about who is online. But if you want a live chat that is going to require other technology. You will most likely want something with an applet. But it is going to be separate from the cms.

Invison has a module or something for Chat. Invision is pretty deep in its functionality. I've have/had three of their portal/forum. I actually own one. Bought it and the copyright.
