How is it possible to transform a .GIF image in he following format:
- it should use crop marks
- it should have a 200dpi/CMYK resolution, dotgain 20% modifiable
- TIF or EPS format

What kind of tool should I use in order to modify the image?

Chances are that your gif image is a 72 dpi web image. So you won't be able to increase the dpi to 200. You can change the colorspace to CMYK and save it to a tif or eps, but the quality will not improve. It sounds like you have been asked to re-purpose it for print. Can't be done.
