Do you know any affiliate networks that allow incentives?

SSIA, but do any of you know any affiliate networks that allow incentives such as points or prizes for clicking on links?

I believe it may be more of a merchant TOS issue than a network issue. On programs I have managed on CJ there were pay to click affiliates that slipped in, but I always had to delete their accounts because they ruined the EPC with clickers who were not interested in buying.
