how do i create a diagonal background pattern that i can repeat in photoshop?

In Photoshop...

File -> New -> pick the dimensions of 10x10 in pixels. Zoom in 1600%. Select the pencil tool (not the brush, if you see a brush in the toolbar, right-click it and then left-click the pencil). Make sure you have 1px, square settings. Start at the top-left corner and draw a line, pixel by pixel, from the top-left to the bottom-right. Once you are done, go to Edit -> Define Pattern... name your pattern and click OK. You can now use this pattern anywhere patterns are available -- with your paint bucket tool or in the "pattern overlay" section under "blending options" (my preference). You can also make the line go in the other direction by selecting Image -> Canvas -> Flip Horizontal and defining the pattern again with a different name. You can increase or decrease the spacing between the lines by decreasing the canvas size of the image, then defining a new pattern again (for example, begin with a 5x5 pixel image instead of a 10x10 one). One comment worth considering, and that is the initial size.

I feel it is best the use increments of 8 (i.e., 8, 16, 24, and so on). I use 16 a lot for backgrounds. It's not always important, just a good habit. The two most common monitor resolutions ar eevenly divisble by 8. 800=100, 1024=128. This can be important is some cases so I make them all that way. It's a rule-of-thumb thing.

As far as making the initial image I'd just make a solid color and apply a diag/line pattern to it and adjust its density. If you do do it this way, I wouldn't even bother putting in a library of patterns as it only takes literally 30 seconds to make it (plus another 30 to name and save the image lol).
