Netscape Navigator and IFRAMEs

I am having a problem with netscape navigator and its tendency to display embedded iframe pages above the drop down menus i have created in css. IE6 has no problem displaying the iframes where they should be...I've even written a way round most of the compatability issues accept this one and now i'm stuck! any help would be champion
