Help With Mouseover

Here is my question:

On many sites you can mouseover an object and a text box will appear with a message in it.

For example. Go to:
http://www.htmlgoodies.com/primers/html/article.php/3478181
and mouseover one of the green links and you see an advertiement while your mouse remains over the green text.

How do you do that?
