Link popup

I just recently got into building a website and i want to know if there is a code for a popup on another website from a link on your website. I've seen them before on some websites when you would click on a link and it would bring you to a totally different website but have a little bar on the top saying "you are visiting a site outside of so and so click here to return"
i dont know how else i could explain it
someone please help i need it really bad

I agree with Dave... However most web sites don't take the time to deal with the issue of being within a frame of another site.

We have some so far in the world of Web Design why do you want to use frames anyways?
