Mouse Cursor over Scroll Bar

Does anyone know how to make your cursor stay the same when it goes over a scroll bar, I have tried to make it work by using "scrollbar" as an identifier but nothing seems to work. If anyone knows how please tell me.

What do you mean by stay the same, I assume you have set the cursor to something other than the default and it is not possible to change the cursor for the 'browser scrollbar' by using CSS alone because CSS is only supposed to effect the contents of the browser window and not the browser interface itself.
