Does anyone know of a good FREE piece of software that will let me run a false server on my PC so I can build me CMS, play with it a bit, then upload it to the net later (with the Database in order?

I have Easy PHP but I do not really like it...

a false server? Why not a real one? Apache and Abyss are free.
