how to connect or link to others pc with IP address using web-based code?

when the computer can link together with the ip address, i can access the other pc database and check their status whether is online or off-line.

wat i mean is i need to access every pc that link or connect together with the LAN (switch), where we use the ip address to link each other. i noe that when we link together with LAN, we can share data with sharing our pc but now wat i want is when the pc share together, i need to code a web-based program that can check every pc's status whether is online or offline of computer is off....
for example: if the pc is offline, i also can send signal to the pc to turn off the computer....
is there any component or code that i can use to do this, thanks!!!
