Considering that most of your visitors will be dialup users who are looking to use your broadband service, I think 21.13 kB is a bit to much. I'm sure you could cut it down by droping the tables for layout (http://hotdesign.com/seybold) and put your navigation into some simple nested lists.

I would estimate about 6 seconds for a 56kb user to download the page, factoring in the fact that it won't actually run at 56kb. This should be fine. I would, however, recommend removing some of the whitespace from the top.
