Need Help with A Simple Server Side Script

Hello,

I need a form that allows people to enter their email address onto a list. Then another person can request an email address from the list, copy it (they can copy and paste it) and then delete the name from the list. Can anyone either help writing this or direct me to a source where I can get help?
