Windows Encoder

We have set up a Windows 2000 Server with the following Media 9 items:
WMPlayer, WMEncoder, WMEncoderSDK, DirectX EndUser, WSH 5.6 and are
attempting to run WAVtoWMA encodings from script using Microsoft's
supplied Script wmcmd.vbs and are getting this error:

Error: 0X80040111 - Class Factory cannot supply requested class.

Any suggestions?
