problem with system anylayze and desighn

questionnaire steps
i dont uderstand about selecting participants(using samples of the population
)
administrating the questionnaire (working to get good response rate)
please i would like a bit explanition of those two :)

here's the way I got told it:

to pick participants you first want to list all people who will use each part of your system, if that's too many(for names) refer to catagories.
Then choose a few people from that list, you should try to get equal numbers(above 2 of each) from each catagory.
Then adminsiter your questionaire.

there are 2 lkinds of questions:
open: these are things like "how would you improve the system if you could do so?", they have an unlimited number of answers and often harvest the best results, although they take longer to read.
closed: "rate the current system on a scale of 1 to 10."these have only a limited number of answers and are quickly looked at, but yeild less accurate answers than open questions.
once people have filled it in and you've got it back look through them and see what they say, you should look for praise and problems with parts of the old system including the whole.
