i didnt know to either put this in ccs or html.. so i decided here... ummm i was just wondering if it was possible to alternate a scroll's [eg: colour, appearance, etc] without using ccs...

No there isn't.
Scrollbar colours can only be changed in Internet Explorer
...and with good reason. I don't want my scrollbar colours changed.
