I figured this would be the best place to ask, but I want to develop a fairly simple webpage, but I know nothing about HTML, CSS, or anything I could use to make it. Where would be a good place to start using the tutorials? Or is there something/where else I should try to get info? What should I learn?

thats where i started... 3 years ago...
i'd suggest to learn tables, but understand they are NOT for layout... know how to use them, but learn HTML, then learn CSS...

Its not mandatory, but will help you in the long run to either buy a book or take a course on introductory Web Development. In either case, look at the content and ensure you are getting taught the latest and most proven concepts.
