...the "install a printer" dialog box when using IE in a Windows environment?

I don't think it can, but if it can, I've got a tool I'm working on that having this feature (and the ability to specify a printer once the installation wizard has popped up) would be an excellent addition.

If Javascript can't, are there any web technologies that can? On this server, I have access to Cold Fusion, CSS, HTML, and JavaScript.

JavaScript has controls which can print a page, but not any that let the user install a printer. Besides, what's the point in that? Most visitors are already going to have a printer installed and even if they didn't you would still need the software to install it!:)
