need info about developing a new web site

I am newbie here and I have some plans to start developing a web site that would have information about ERP products and also have discussion forums section.

what i would need to know is:

how to get it started?

which is the best place / site to get all the tools to create a web site that has some good templates?

any kind of suggestions or directions would be a great help for me.

Most of the free templates out there are laid out with tables, so you might be better off learning HTML and CSS. They're two of the easiest things to learn in web development. If you are willing to pay for a .com name (www.mysite.com), I recommend http://asmallorange.com/services/hosting/. Their plans are great and low-cost, and it comes with cPanel, which is the ultimate control panel. You get tons of extra stuff with it. It includes forums with that. or you might wanna try a CMS like phpnuke (http://phpnuke.org) , i belive it also supports forum intergration.
