Most RAM files can be ripped if you know what you are doing; are you really asking on about how to stream music.

RealAudio Streaming stub files use the *.ram (audio/x-pn-realaudio) as the shortcut thus you would create a new file and then type in full URL to *.ra (audio/x-realaudio) file:
http://www.yoursite.com/mysong.ra
Then save the meta file as mysong.ram and point the webpage to the *.ram shortcut meta file:
http://www.yoursite.com/mysong.ram

<embed src="file" extraparameters>
Look up 'HTML DOM embed' on google.

Once the song has been fully streamed, is there a way to burn it to a CD?
:confused:

yes, anyone with a sound card that costs more then $50 can record what the card is outputing. if your using audio for promotial uses and you dont want people stealing it, just put low quality (96kbps or so) audio up. nobody that likes music is gona listen to a crappy quality version. and the people that arnt savy enough to hear the difference, probably arnt good enough on a computer to figure out what the source file is. just my 2 cents
