Depends on the network you use.

There are alot of companies out there that use other banner programs to basically shoot out "junk" traffic. Like sites that pay for a banner toolbar to be placed on peoples computers, wont give you a high click-through-ratio since these people are mearly only interested in getting paid to have the bar, not click the banners.

The key is finding the right network that works for you, and designing a banner / text link that will grab peoples attention.
