I was wondering if there is any way to find out what development tools were use for developing a site? I was browsing the web and came across http://www.johnconnell.com/ which I really liked. I wanted to find out what tools were used so that I could learn.

There is no definate way. Often applications will generate a META Generator element to identify the software that generated the source code. But, other than little tricks like that, there is no precise and universal way of determining the tools used to create a Web Site.
