Editing images online like GIFWORKS.com

Hi - i found this forum and thought it could help. I need some method for editing uploaded jpgs, gif's and pdf image files using javatools - or perl or somesuch thing. Need it to function much like gifworks.com- but based on my website.
Anyone able to direct me to the right resource - and any thoughts if perl is ideal for it - or some other technology??
