Expandable Menus without JavaScript

Hi! Im trying to make an expandable menu that shows the submenus on mouse hoover like the menu on this page: www.alfa.com.lb . Im a real novice in this, I searched all over but couldnt find anything that came close to what i need, also i do not want to use JavaScript. Any one knows how can I make such a menu.

The closest is Suckerfish dropdowns (http://www.alistapart.com/articles/dropdowns/), but IE needs some JavaScript to make it work.
