The design over all isn't bad. It could be a bit cleaner-cut, but definitely not bad. Probably my biggest concern first of all is that you have no doctype declaration.

It looks o.k. but it took too long to load up, it's unreadable without images and Firefox certainly doesn't like it.
I'd say reconsider alot of your tables (http://hotdesign.com/seybold) (some should stay, like project listings, but a lot should go) and get validated (http://validator.w3.org/check?verbose=1&uri=http://www.lance247.com/) then test in as many browsers as you can.
It's a good design though, easy to understand the purpose and to get around.

bad layout, it doesnt work out i have to scroll down to see content and i do not understand whats going on... believe me people want to understand but no have to concentrate or learn to much.
