What do I need on my computer so I can use PHP on my computer? For a better explaination: what all do I need to download and install on my computer so that I can create .php files, and have them work, without being online, as in have it work, just on my computer?

You need both PHP and a web server (I'd recommend Apache Web Server).

I used one of these package deals you can download for my father's computer. It was easier to setup than it was to get my computer running propoerly.

Basically it will self install Apache, PHP, and MySQL. I would suggest googling around and see what works best for you.
