Chaos between MIDI, MP3, WAV!

Hi, I am a newbie ( very new ) to multimedia. Hey can somebody help me out with the following things

Can somebody tell me how do I convert WAV/MP3 files into MIDI
Is it possible to use a MP3 sounf file as a background
Which would be the most compatible method
Which would be the least bandwidth-hungry alternative

TO convert, I use DB Power Amp, freeware. Stay away from background sounds on a site, it takes to long to load. If you have cable, they may have 56k
